The UCR (Unified Carrier Registration) replaced the single state registration system or SSRS several years ago. The UCR is for all interstate for-hire, exempt, and private motor carriers as well as Brokers, Freight Forwarders and Leasing Companies.
-Brokers ARE required to register with the UCR. Fees are to be paid at the lowest level.
-Freight Forwarders ARE required to register with the UCR. Fees are to be paid at the lowest level.
-For Motor Carriers hauling Interstate Commerce, the UCR fees are based on the number of power units operating with a GVWR of over 10,000 pounds and crossing state lines.
-For Motor Carriers hauling Intrastate Commerce only, the UCR is NOT required.
***In addition, when operating Interstate-only and Intrastate-only vehicles, under the same authority, a UCR-2 form is required to be completed and kept on file at all times.
Carriers must be registered with the UCR before crossing state lines and must be renewed each calendar year.
IMPORTANT NOTE:
UCR required authorities are required to maintain 2 years worth of UCR at all times. (Example: If your UCR-required US DOT number is active for any number of days during 2018, but you fail to register UCR and 2019 comes along, you are still financially responsible and will still receive a violation for the lack of the 2018 UCR through Dec. 31, 2019)
